Westlake was a student at the DeHavilland Aeronautical Technical School before joining the RAFVR in 1937. He converted to Hurricanes and joined 43 Squadron in September 1940. He moved to 213 Squadron at the end of the month and went with the Squadron to the Middle East. He was awarded the DFC in 1942. He was involved with planning the invasion of Sicily and Italy. In 1945 he was appointed Wing Leader of 239 Wing and awarded the DSO. He is credited with eleven enemy aircraft destroyed.
